AP Exclusive: Afghanistan obstructs graft probes

A major investigation into an influential Afghan governor accused of taking bribes has been shut down and the top prosecutor in charge of the case transferred to a unit that doesn't handle corruption cases. The closing of the investigation of former governor of Kapisa province, Ghulam Qawis Abu Bakr, comes on the heels of a grim U.S. assessment several months ago that no substantive corruption prosecutions were taking place in Afghanistan _ despite President Hamid Karzai's pledge to root out graft. Afghan and U.S. officials said prosecutors in the attorney general's office started investigating Abu Bakr last year, looking into allegations that he took a $200,000 bribe from an Afghan mobile phone company to secure a cell tower contract and demanded kickbacks from construction companies with U.S. and Afghan government contracts.
